Capt. Oguz Atik, PhD
Principal Surveyor & Founder
Born in İzmir, Capt. Oğuz Atik is the founder and Principal Surveyor of BALYAT Marine. He graduated from California Maritime Academy in the United States in 1998 with a Bachelor’s Degree in Marine Transportation and subsequently earned his Master’s Degree and PhD in Maritime Business Administration from Dokuz Eylül University. His professional background combines approximately seven years of commercial sea service, culminating as an Oceangoing Chief Officer, with more than twenty years of maritime education, academic work and professional training. A retired Associate Professor and Unlimited Yacht Master, he holds the Professional Qualification in Yacht & Small Craft Marine Surveying awarded by the International Institute of Marine Surveying (IIMS). He established BALYAT Marine to provide independent marine surveys and practical maritime support founded on objectivity, professional integrity, sound seamanship and clear reporting.
Capt. Ali Cemal Töz, PhD
PROFESSOR | UNDERWATER INSPECTION & IMAGING SPECIALIST
Prof. Dr. Ali Cemal Töz supports BALYAT Marine’s underwater inspection operations, combining extensive maritime experience with advanced recreational diving and underwater imaging skills. He holds a Yacht Master licence and an Oceangoing Watchkeeping Officer qualification, and has practical experience in vessel operations, yacht deliveries and maritime training.
His diving qualifications include SSI Advanced Open Water Diver, SSI Stress & Rescue Diver and Enriched Air Nitrox Diver, together with specialist training and experience in underwater photography and imaging. He conducts visual and video inspections of underwater hull surfaces and externally accessible components including propellers, shafts and drive arrangements, rudders, anodes, transducers and through-hull fittings.
High-resolution photographs and video are used to document observed conditions and support the Principal Surveyor’s assessment and reporting, particularly where haul-out is unavailable or a focused underwater inspection is required.
Capt. Uluc Oztopal

Capt. Uluç Öztopal is the Yacht Transfer Coordinator at BALYAT Marine. He has more than fifteen years of Yacht Master experience operating along the Aegean coast, including extensive practical experience aboard large sailing yachts and motor yachts. His regional knowledge, vessel-handling skills and familiarity with varied coastal conditions support the careful planning and safe execution of yacht and boat transfers. He coordinates each operation with particular attention to preparation, professional seamanship, communication and the safe delivery of the vessel.
